ShippingDescription	Sets the description that will appear on the order when using the simle shipping workflow.

How to turn it on.

You can't find simple shipping anywhere until you go to Setup->Workflows and create a new workflow, THEN you can add simple shipping to that workflow and THEN you can assign that workflow to shop/confirmorder/before trigger under Setup->Triggers.

After all this, it should work.
